Nowhere Bear [HB/1959]
A Balmy Swami [Famous/1949]
Tragic Magic [Lantz/1962 - magician hypnotizes Woody]

In a Flintstones episode from the first season, THE HYPNOTIST (1961), Fred hypnotizes Barney, convincing him that he is a dog.
If we may include non-American cartoons, in the 1976 French feature THE TWELVE TASKS OF ASTERIX, one of the tasks that Asterix and Obelix must face is to resist the hypnotic powers of Iris, an Egyptian sorcerer. Iris tries to hypnotice Asterix and convince him that he is a wild boar, but in the end it´s him who ends hypnotizing himself!

There was a Peabody and Sherman cartoon with Louis Pasture. His cow Fifi is being hypnotized by his wicked half-brother to not give milk--and to crow like a rooster. In the end the wicked half-brother's attempt to hypnotize all three into believing that they are canary birds backfires and the half-brother himself believes that he is a canary.

There was also a part in The Rocky and Bullwinkle episode involving the Kirwood Derby in which Boris hypnotizes Bullwinkle into finding a derby.

Also, in a segment of Mr.Know It All-Bullwinkle attempts to train a dog--in the end he tries to hypnotize it into obeying him--it backfires, Bullwinkle is now the "dog"

In the Looney Tunes short "Wacky Wildlife" a snake is seen hypnotizing a bird to walk into his mouth--it fails.

In "Scooby Doo,Where Are You?" there's an episode involving a clown hypnotist. "Gaze upon the coin of gold, and you will do as you are told." (Or something like that)

Some Disney movies involved hypnotizing. "The Jungle Book" had Kaa hypnotizing Mowgli in an attempt to eat him, while "Aladdin" had Jafar hypnotizing the Sultan into agreeing that Jasmine will marry his wicked grand vizar.

Also,a bit modern but "Look Into My Eds" an episode of Ed Edd 'n Eddy involves Eddy hypnotizing the children of the Cul de Sac.

Nowhere Bear [HB/1959]
The first HB cartoon was the Pixie and Dixie cartoon Hypnotize Surprise.

I believe you mean to say the first HB cartoon to deal with hypnotism, not the first HB cartoon.

Nix on Hypnotricks [Fleischer/1941]
The Hyp-Nut-Tist [Fleischer/1935]
There was also OUT OF THE INKWELL (Betty Boop) (1938), and reaching back further in Fleischer history, there was KOKO'S HYPNOTISM (1929).

If the sentence stood on its own and without the qualifier included in the response, I would have put it that way, yes. I think the readers here are bright enough to read in context.

Thanks for the Fleischer adds, Ray.

I see Terry did Hypnotic Eyes but I have never seen it so I don't know the plot line.
