Did the background artist (probably Dick Thomas) use gouache for the backgrounds in this cartoon? They look too thick to be ink wash.

Can you show a frame grab? They could have been tempera. Keep in mind that anmation BGs must have the paint applied flat and evenly so that the cels can lay flat without buckling up. This causes "cel shadows". Also, certain paints used on BGs such as oil tended to make the cel paint stick to the BG. For this, a blank cel would be placed over the BG. But this darkened the BG and introduced dust.

That would be my guess, but I don't know for sure. By the time of this cartoons production, the artists at Warners had switched to using more opaque paints instead of watercolors and ink washes. They had also moved away from "realism" and towards a more modern and stylized approach.
