looking for a title

i remember watching a cartoon as a kid, i believe it was a warner bros., and the basics of the cartoon was a cat who loved to gamble and he always bet with this dog, when he lost, the dog would spin a wheel and the cat would have to do or get done to, whatever the wheel spun to. i can remember on being the wheel barrow where it was filled with gunpowder and he had to run with it and the dog would ignite it and the other was ghesuntite, bad spelling, the cat chewed bubble gum, blew a bubble and then the dog sprinkled pepper on the cat to make him sneeze. i also remember the dog would take out the punishment descriptions from a filing cabinet. anyone have any idea what this movie was called and if it's on a dvd collection??

Yep, that was a Warner Bros. cartoon called "Early to Bet" (1951). And the cat's real problem was with the starring character, the Gambling Bug.

"Early To Bet" is available in the Looney Tunes Golden Collection volume 1 DVD set.
