Could someone explain to me why some Loony Tunes and Merry Melodies use each others signature tunes and title sequences, especially ones with the Blue Ribbon title card.

If you're refering to the sometimes changed music and title cards in some of the 1951-1952 shorts, it's actually a mistake from the syndication companies airing these cartoons. Sometimes they like to play around with the opening/closing sequences of these cartoons, giving them their incorrect music and/or title cards. Some examples include Canned Feud (1951), A Bear For Punishment (1951), Who's Kitten Who (1952), Little Boy Boo (1954), and Boston Quackie (1957).
