OK, it sounds like some Famous Studios or KFS title from the 1950s or 60s, but it's actually a news story about Elzie Segar's hometown celebrating Popeye's 75th birthday (http://www.azcentral.com/offbeat/articles/0910popeye-birthday-ON.html) with an outdoor event this weekend.
Nothing new as far as cartoons go, though it may have been inspired by the upcoming CGI Popeye release, since the event is taking place 8 1/2 months after his actually B'day but only a month before the release of the DVD (though I'll admit having a picnic in Chester, Ill., at the end of January wouldn't have been a really great idea).
