It's the version with the muted voice tracks. I'd never seen the entire cartoon prior to yesterday, so I didn't know that it was theatrically re-released in the "Perspecta Sound" era. Maybe that's when the soundtrack was altered?

This short was altered when the newer versions came out in the nineties, when Mammy was redubbed.

And since none of those shorts are public domain, then yes, this is illegal.
