I'm sure this has been covered before, but I was wondering about the
scene where elmer is carrying bugs to his science place. Elmer is
happy and then bugs appears to start to reach under elmers hat then
what I have always seen was some sort of edit from elmer being happy
to all of a sudden being mad.

Are you wondering if there's a scene cut from it? If so, darned if I know, because I noticed it too. I vaguely remember a scene that showed after this on TNT, but I might have been dreaming or mistaking it for another cartoon.

The cartoon has always existed that way - so if something was edited out, it was done before "Hare Remover" was originally released.
