I know many studios did "cheater" toons in which a cartoon would show clips from previous cartoons. The ones I know of off hand are the following:
WB

Muchos Locos
Feather Bluster
Hare-Abian Nights
Devil's Feud Cake
Freudy Cat

Fleischer/Famous

The Adventures of Popeye
Betty Boop's Rise to Fame
Customers Wanted
Assault and Flattery
Penny Antics
Doing the Imposikible Stunts

There must have been some others.

At WB, "What's Cookin' Doc?" is a cheater cartoon, consisting as it does of some new animation (of only one character) mixed in with stock footage and a clip from an older cartoon.

The Fleischers started doing this in the mid 1920s. KO-KO'S THANKSGIVING (1925) contained clips from TRIP TO MARS (1924), THE CURE (1924), and THE MASQUERADE (1924). To accomplish this, the footage was removed from the original negatives since dupe negative stock had not yet come into being. This means that the original negatives for these films were sacrificed to make this "cheater."

Bud Fisher did the same thing with his final silent MUTT AND JEFF release, THE GLOBE TROTTERS (1927), which was made up of segments from several earlier releases such as MUTT AND JEFF IN SWITZERLAND.

I thought those were called "clip shows" (or would that be the TV counterpart of a cheater toon).

Anyway, I know (and have seen) some of these "cheater toons", but I'm going to have to count "Devil's Feud Cake" out since, yeah, it did have clips and parts from previous Bugs/Yosemite Sam cartoons, but that was more along the lines of reusing footage and not showing a clip, which is what Freudy Cat and His Hair-Raising Tale did.

There were four Tom and Jerry cheater cartoons: Jerry's Diary, Life with Tom, Matinee Mouse and Shutter Bugged Cat.

... and possibly at least two from that joint in New Rochelle, although I've never been 100% sure these didn't just create an illusion of being cheaters:

This is OT, but did anyone notice that Art Leonardi only wrote two PP shorts, and that the titles were "Pink Outs" and "Pink-In"?

Many "Cheater cartoons" use the flashback device as a storyline..an excuse to use earlier material..The flashbacks are earlier cartoon footage
