is the dog that is trying to get Porky to be his master the same dog Charlie that Chuck Jones later used.

For all intents and purposes, yes. When Warners' went to full color with its cartoons at the end of 1943, the old B&W Looney Tunes became useless for re-release in the studio's eyes, unlike the color Merrie Melodies dating back to 1935. But they could reuse the stories as a way to save both time and money, instead of starting a new cartoon from scratch.
"Porky's Pooch" was one of several B&W cartoons remade in color, in this case by Jones as "Little Orphan Airdale". The designs were changed slightly, along with the ending, but the personality of Charlie Dog originated with the 1941 cartoon by Clampett and Warren Forster.
