I know we prefer cartoons with good animation, but what cartoons with limited, or low-budget animation, that you actually like?

I enjoy most of UPA's output and D-F-E's theatrical shorts if you consider those "limited". I'd suggest they're more stylized however.
I have many guilty-pleasure TV cartoons as well.

Well, these are animated sitcoms, but:
The Flintstones (first few seasons anyway, and especially season 1)
The Tick
King of the Hill
All of the early Hanner Barbera television product through 1960. Jay Ward stuff. Deputy Dawg. I like it all.

My picks for cartoons with limited animation include:
UPA cartoons
UPA - influenced Disney cartoons such as TOOT, WHISTLE, PLUNK, AND BOOM and PIGS IS PIGS.
The Flintstones
Some of Chuck Jones' cartoons of the 50's such as WHAT'S OPERA DOC.

Does "Space Ghost Coast to Coast" count? If not, then there's also the Disney films of the late 50's and 60's, like "The Jungle Book," "The Sword in the Stone," and the "Winnie the Pooh" series. I also like "Rocky & Bullwinkle" and certain Chuck Jones cartoons, such as "The Dover Boys."

Kidding aside, my vote goes to the UPA theatricals (and from the latter days of UPA, the "Mr. Magoo's Christmas Carol" TV special & a couple of episodes of "The Famous Adventures of Mr. Magoo" ... those would be "Cyrano de Bergerac" and the one & only, very bizarre team-up of Magoo and Dick Tracy[!]).
(OK, look that last one up if you don't believe me.) :D
