I just saw a cool show on Discovery that showed films made by Germany's cartoon studio during the 40s. Some of the animation looked kind of primitive compared to what America was making at the time, but others were uniquely designed. "Ghost Story" looked pretty good - but only a fragment of it exists. One of the cartoons used a Fleischer-type background, a set that rotated 360 degrees with cels in front of it. Some of the cartoons were outright propaganda, while others were simply story cartoons that were used to bring children into the cinemas, where they were of course filled with more propaganda. It was on Discovery Civilization in Canada. If you get a chance to see it you should check it out.
