FELIX WOOS WHOOPEE (Sullivan 1930)
SWING YOU SINNERS (Fleischer 1930)
MARS (Lantz 1930)
TRAFFIC TROUBLES (Disney 1931)
BATTLE OF THE BARN (Columbia 1931)
THREE LITTLE WOLVES (Disney 1936)
GOONLAND (Fleischer 1938)
POLAR TRAPPERS (Disney 1938)
PORKY AT THE CROCADERO (Warner 1938)
JITTERBUG FOLLIES (MGM 1939)
On a different day I might include some others. A few that didn't make the list missed out only due to racial stereotyping (which doesn't doom them, but certainly lessens them). Lots of great Mickey Mouse color cartoons gets points off simply for not using Mickey to his best advantage. Very tough call.

I think someone else already pointed out that Porky's Preview was released in 1941. But, if someone starts a "Top Ten Cartoons of the 1940's" thread, that one will definitely be on my list! :D

This is a tough decade to do, because of the extreme changes animation underwent. A 1930 cartoon is totally different from a 1939 one. In no other decade was there such extreme stylistic and cinematic growth.

This is the first "Top Ten" of a particular decade that I felt qualified to post on. I just haven't seen enough cartoons of the 1910's or 1920's to make an informed choice.

I'll sub them with an order of 'DAFFY DUCK AND EGGHEAD' (Avery), 'HALLOWEEN' (Huemer-Marcus-Davis), and 'PORKY'S TIRE TROUBLE' (Clampett).HALLOWEEN lost by an eyelash to BATTLE OF THE BARN on my list, if only because the creative team was the same and I already had the ghost-themed SWING YOU SINNERS. Now that I think about it, maybe JITTERBUG FOLLIES should have been Iwerks' ROOM RUNNERS—FOLLIES is very funny, but on reassessment has some story problems that are odd even for Gross.

Thanks for the correction, pal. (Though, technically speaking a decade starts at year one and ends on ten, hence 1931-1940 would encompass the 30's. Just saying...)

Have to say, I'm not really into the Warners cartoons of the 30s, in my opinion, they didn't really, truly hit their stride until the 40s came in....
* Clock Cleaners (Disney)
* Mickey's Trailer (Disney)
* Porky's Party (WB)
* The Case of the Stuttering Pig (WB) - I just love that "guy in the thoid row" stuff.
* The Band Concert (Disney)
* Donald and Pluto (Disney)
* Mickey's Pal Pluto (Disney)
* Sea Scouts (Disney)
* Thru The Mirror (Disney) - I tend to go for the funniest cartoons, but this one is so overloaded with charm and beautiful animation, I can't leave it out.
* The Hockey Champ (Disney)
Honourable mentions to a number of Silly Symphonies which would've made it in but in the end, I went for the character-based shorts.

Porky in Wackyland (WB, 1938) A true classic short
The Daffy Doc (WB, 1938) Wonderful gags and animations
Porky's Duck Hunt (WB, 1937) A great cartoon with solid gags
Popeye the Sailor Meets Sinbad the Sailor (Fleischer, 1936) Classic timeless who inspired modern animated movies
A Dream Walking (Fleischer, 1934) I love it for the music
Halloween (Mintz, 1931) I loved too this ONE!! :D
King Klunk (Lantz, 1933) Even for a Pre-Hays short, Lantz was able to make decent shorts
Spooks (Lantz, 1930) A neat short not too long and not too short.
Porky the Fireman (WB, 1938) Brillant gags
Room Runners (Flip the Frog, 1932) A true classic from the pre-Hays code
