I'm rather familiar with Don William's WB animation, but not his animation at MGM, HB, or DFE. What did his animation look like in the MGM, HB, or DFE cartoons he worked in?

I know a Yogi Bear cartoon Queen Bee for a Day was animated by Don Williams. His characters have thicker eyebrows than others which is why I think he did the pipe scene in the Snake Preview 1973.
I can't answer your question about his style at other studios (I find it amazing anyone can tell who animated what scene in Hanna-Barbera or DePatie-Freleng films), but Don Williams did some animation on several Walter Lantz cartunes in the mid-1940s. He's only credited on "Ski for Two" and "Woody Dines Out" but his work at Lantz goes beyond just those two shorts (I know he did some extensive work on 1945's "Crow Crazy").

Like one user mentioned in other topic, you can tell Ken Muse's animation for DFE because his animation in DFE was rather smooth and sometimes fluid, which was hard to animate for such low budget.

How much did a DFE cartoon of the early 1970s cost to make?
