Just my luck. The one Treasures DVD set I have an interest in buying, and it's discontinued/OOP. Sigh. Any chance this will be re-released at some point? I'd love to legally own these shorts but its rarity is making it hard for me to do so.

I just took a look, and I'm shocked at how much even the tinless Goofy sets are going for on eBay. (I got mine in tin in 2004 for the not unreasonable sum of $50).
The prices of these highly desirable OOP DVD sets flucuate, so what I'd recommend is keeping your eyes peeled until you find a deal.

The tinless sets tend to go for a little less... I managed to get MM: In Living Color Vol. 1 last year for around 30 bucks.

I got a used tin set of this a few days before my birthday back in November. It must've costed my mother a pretty penny. :o

Same Here, But I have reason to believe my Disc 1 has a defect (If only Disney did replacement discs for its OOP titles)

As for the Goof, you can keep monitoring eBay and Amazon. I doubt that these sets will be reissued by Disney. Right now, it seems the Walt Disney Treasures program is on life support from year-to-year, indicating that these things are not exactly setting sales records for the company. A reissue is almost guaranteed to sell in lower numbers than the original release.
You can watch for sets of Goofy cartoons on the more family oriented cartoon releases from Disney - but if you work it out on a cost-per-cartoon basis, even the price "The Complete Goofy" is going for now make it a better buy than going the other route.

I think it is most wanted out of print WDT set along with Mickey Mouse in Black and Withe vol 1.

Mines a Region 1 tinless copy. I got it factory sealed.
The defect is some kind of glitch that prevents my DVD player from being able to read Lonesome Ghosts or Clock Cleaners properly (it skips)

I dunno, I guess it shouldn't surprise me that it's hard to find now, since it was released a few years ago, but for those of us late to the party, it sucks. Only recently have I begun to get into Goofy shorts, especially the ones directed by Jack Kinney. "Motor Mania", in particular, is awesome.
Online's always an option, I guess, though I prefer the feeling of being able to physically buy it and take it home the same hour.

Mickey Black & White Vol. 1 is still available from the Disney Movie Club, last I looked. I just got a copy myself.
Speaking of Disney Treasures, I recently found a nice copy of Mickey in Color Vol. 1 with tin at a Goodwill thrift store for $3.99. Talk about a steal :D.

I have bought things from Amazon "sellers"
Jun 2004 : Goofy $48.00 + $4.99 post = $52.99
May 2005: Mickey Mouse in Black & White $39.99 + $4.99 Post = $44.98
In Germany one can look at "Walt Disney Kostbarkeiten" . There never has been Pluto nor tins. France had some tins but have not seen those for at least 2 years. Germany still has some treasures:

All of these are region 2 with english and germany audio and subtitles
I understand some of these may have less extras. I first bought Silly Symphonies and Mickey Color-1 in Germany. These all now cost circa 10 Euros (circa $15).
So if you can play region 2, you might get some of the early treasures.
EDIT: Today I was at a "Saturn" store in Munich and they have "Silly Symphonies as well as Micky color 1 &2 and Donald 1 & 2

Got "Behind the Scenes at the Walt Disney Studio" from an Amazon seller about 2 years ago.
