Does anyone remember the bumpers that aired during commercial breaks on ABC that featured Bugs Bunny teaching something? I particularly remember Bugs talking about each of the seven continents and they showed clips from some of the WB cartoons.

When was this? Was Mel Blanc still voicing Bugs?
BTW, did Blanc voice Bugs in that old Tyson Looney Tunes Meal commercial from (I believe) early-1990?

I would say this was in the early 1990's. At least that is when I saw them.
They could have been produced shortly before so Mel may very well have voiced Bugs.

All depends on when they were originally produced. For instance, that Bugs & Daffy musical bit about the Constitution that is on YouTube was done about 1986, and the voices are unmistakably Mel. (Including the quick "Even kids!" tagline by Yosemite Sam at the end -- sounds more like Mel's 1980's "Cosmo Spacely" voice, tho...) I don't know whether those other "educational" spots were done around the same time. Amazing to think that he was pushing 80 at the time and could still give Bugs that lively zing in his voice. My mother is 79 and sounds more like Jack Benny's Rochester with a bad cold. :(
